Tail Wagging

This might be the dumbest question ever asked here but I can't find seem to find much info on it. My dog doesn't wag his little nubbin' of a tail. I swear I saw him do it once but I've never owned a dog that doesn't wag it's tail several times a day before. When we go to the dog park I notice the other Bostons can wag their tails. Does anyone have a dog that doesn't wag it's tail? Banjo is 5 months old, has a big sister he plays with all the time, good diet, clean bill of health from the vet, goes to puppy pre-school, gets snacks, goes to the dog park and on walks. He seems like a happy go lucky puppy so the lack of tail wagging is kind of eating at me. He had an operation to remove an inguinal hernia when he was just a few weeks old (and was neutered since he was already out even though he was so young) but I can't imagine that surgery having any effect on his tail? I never see hip wagging either which I know is common with some tail-less dogs.
